4-6, but it's up to Ed to decide how many does he needs in.

You mean the total number of sages? It's up based on how much work there is, more work means more sages.
If you're wondering if there will be any restrictions for members of some particular clan (some random BC for example), then the answer is no, no limitations are set, candidates are picked accordingly to if the fit the requirements and the image of moderators we're looking for. |

Right after the recruiting process is finished.
You can always monitor who's in by simply checking the transfer log of a corresponding clan.
