Just there are not many thiefs at level 9.

You can't be ambushed if your health is lower than 40%, if the candidate thief is in the same MC as yours or if you have lost an ambush in the past 3 hours.
Considering your description and seeing your profile I would say you are just lucky, unless you always travel with less than 40% troops ready. |

The only way is to keep traveling. East Bay to Yellow Lake or East bay to Seraph's Tears are common routes. Try Great Capital instead of East Bay for a change if you prefer. |
To be ambushed you need to travel AND a thief needs to have set an ambush on your route AND you need to be lucky/unlucky to fall below the small % chance of them catching you when you do travel.
From looking at your character the two main reasons you have not been ambushed are:
• Moving to do MQs: Your MG level is low so you have not travelled that much for this guild.
• Moving to buy an art: You seem to buy most of your arts from market rather than travel to get a cheaper price.
In addition, since the changes in methods to get a TGI there are now very few thieves at your level so much less chance of someone catching you now below level 10ish than there was prior.
