No. Each faction is independent. The only advantage you gain from multiple faction leveling up is the resistance against the respective faction. |

when you are fsl 5 elf then you have 15% resistance against elf (3% for every 1 fsl) and this resistance is active regardless of what faction do you play now (the resistance only works against enemies with heroes like TG caravans and other players, hunt and MG monsters are considered to be neutral creatures) |
The faction bonus is only applied to that specific factions troops.
So your wizard faction bonus is only applied when you are wizard.
If you change to another faction you will get 6*3% = 18% resistance from every wizard attack (Spells and damage from his units) if you fight them in a PvP or in an ambush |

Notice what the "Y" does. In few words, every time you attack, your opponent has 3% resitance for every faction level he has of your own faction (wizard at the momment). Example :
You (as a wizard) attack a DE who has wizard level 3. You'll deal 9% less damage to him (hero damage too). |
