Maybe the 15k was paid to make the transaction of the art as a gift.
At 60k price or whatever the price you consider was more than his gifting limit. The other guy gave him 15k to make sure no rule is broken under the gifting rule thingy |

3.15.2. Presents must be properly signed at all times by transferring 1 gold with proper comments. Otherwise, the transfer is considered loan and must be returned within 1 month (ref 3.14.1.).

The player buys the art on 18th for 60k gold just to sell it off at 15k gold the next day? Why not rather gift it on the same day or send gold instead? Just 3 hours after gifting, the player gets bow blocked. It looks like it was a last transfer made before closing an account, with a possibility of having a transfer chain and getting the art transferred to another account after this one is blocked.
Also, the player had made a thread here stating to sell the art:

He says, he has 5k loss and shows his sad expression. And now he gives it away for a loss of 45k! I cannot digest this fact.
And yes, Tactician artifact being not an Ordinary Artifact is indeed catergorised under Rare artifact transfer rules and this rule does apply in this transfer:
3.15.1. Rare trophies, Thief invitations, etc. transferred as gifts are valued at market price at the time.
It would be best if the receiver returns the art so as to avoid any possible prosecution at the same price as he received it. But as the player is bow blocked, the receiver should send the art or the extra gold to the empire.

Well, I don't know actually. He told me what happened. But gifting someone so much gold minutes before asking for a bow block just because he supported you a bit is a bit insane. And also, he posted at the forums just a day before saying that he had a loss of 5k! A person who felt that a loss of 5k was unbearable, how did he suddenly make up his mind and decided that he should rather have a loss of 45k just to gift a friend for his undying support which he hadn't realized at the time of purchase or while posting the thread?
I feel this thread should be moved to the CaA rather for investigation. |

Almost no reason why the player needed 15k. He already have above 250k in his account. And also prior to the transfer (or just afterwards), he had asked for a bow block clearly signalling his desire to stop playing from that account. |
At the end of the day; it is illegal.
Not only because of the price at which it was sold but because Dwarf_ruler is (was) a multi character of Elf_ruler.
3.13. Additional characters are not allowed to make presents to anyone.
3.13.6. Additional characters are not allowed to buy, trade or exchange insignia, and rare/set artifacts. |

Anyways, my post #13 does give enough explanation.
Also, if dwarf_maser is the multi now, that thread which he made is absolutely pointless. Just because admins have given the liberty to switch from multi to main doesn't mean we abuse the privilege. Now, if it is true that elf_ruler was made the main after the bow block, then again, dwarf_master cannot be unblocked under any circumstance due to the violation of rules that Corey stated above. |
In summary; it was illegal.
I am locking this thread to prevent further discussion, as the answer has been given. If someone wishes to make a compaint in CaA, they are free to do so on their own initiative. |
