You can only claim 1 bonus (Thieves' or Ranger's) as your active bonus. Theoretically you can level both up, but every time you want to change your active guild it costs you gold (CL*1000 as Bheem said)
So yes, you can do both, but not at the same time. |
As said above, it is totally meaningless to be leveling both, since you can only benefit from the bonus of eithe one at any one time. Best option is to choose one and stick to it.

No, but the TGI you got at level 5 makes the it more valuable then RG.

It is because every battle you do you'll be missin' 10 INI. Plus changing for every combat is impossible because of the CL*1000 fine.
So yeah, its waisting. |
