Hi,
I need help on following question:
May I know, once a shooter used up his ammo, the shooter has lose his shooting ability. Does his/her melee attack still suffer melee penalty?

He is asking about shooters which 'have' a melee penalty. |
| Most shooters have melee penalty.. that is they deal half damage at melee unless they have the "no melee penalty" ability. And even if you are out of arrows/shots , the penalty exists. |
