• From now on, characters of combat levels 1-2 will use up to 4 battlefield tiles during their combat settlement, down from 7. Those of CL 3-4 will use up to 5 tiles. It has been made to facilitate the understanding of and speed up the combats.

they mean creature stacks, not tiles.
so level 1-2 players can only have up to 4 stacks
level 3-4 players can only have up to 5 stacks
levels 5 and higher can have up to 7 stacks (as everyone could until now)
