I've been keep decline quest and refresh for 1 day..for 1 day straight i never gotten one brigade quest ..i only gotten once 2 days ago..

East River - Monsters, Vanguard, Army.
Peaceful Camp - Invaders, Raids, Army.
Fairy trees - Brigands, Vanguard, Conspirators.
Fishing Village - No Specialisation |

| yes i tried from fishing village..and moved to east river..and moved again to fairy tree..and it did not work and i moved back to east river.. |
you are just unlucky i think.
i notice some others having no trouble with getting brigands at all. |
