For using any level 3 spells you need to have basic talent of that magic.

if i have magic school 3 why do i need this talent?
in general, you need no/no/basic/advanced/expert mastery to grant the access on level 1/2/3/4/5 spells with magic school 1/2/3/4/5 in your castle.
with wisdom, it ignore the basic mastery and allow you to access level 3 spells with magic school 3. BUT, the level 3 spells you had lower damage/effect due to no basic mastery to strength it.
example: basic holy chastise +6 attack vs wisdom holy chastise +3 attack |
