you are in skill level 1, you can only use 1 rune.
To have rune magic activated one must have achieved faction skill level 1. Every additional faction skill level unlocks a new type of rune:

or maybe no your turn, which is your creature's turn, that creature have used a rune before. A creature can only use a rune once for a whole combat |

with out center talent one creature can use only one rune. center talent allows to use twice. and rune of berserker activate only for a troop if there current HP is less than initial HP |

Look at post 4. that creature have used a rune before. A creature can only use a rune once for a whole combat
The times when the menu does not appear is when the stack has used a rune already. Since the stack cannot use another rune, the menu does not appear. |

Exactly! The menu does not appear because you ARE NOT allowed to use another rune on the same creature stack. You may only use one rune per stack per combat.
So in your example, after a stack of bears has used the agility rune, it cannot use any rune again in the entire combat. Therefore, the menu doesn't appear on their next turns. |
lol, you keep saying i know all of this, yet you prove you still need to learn how the rune works.
You are saying you already used the agility rune with bear, yet expect to use "double hit rune" with bear again. Read carefully what people wrote in their posts, like:
