I know that characters who have more then 1.6 x average fsp points for their combat level get xp penalty.
But how big it is, does anyone knows?
Is it always same or is it in proportion with how much more fsp then average i have?

Characters above CL2 will now receive K times more exp, if their total fsp in all factions is higher than 1.6 * [average total fsp of all players of that combat level].
Where K = [Player total fsp] / [average total fsp on level] / 1.6

the script is a bit outdated i think, if i look at the source i see

but the values are now;

so average fsp of all players is increasing (most likely because of the introduction of those premium mounts with 10% fsp bonus) thus exp penalty will be smaller than the script tells you. | | Yes, still, the change is so small that it shouldn't be a big deal, at least for levels 14 and below. i guess it will be very hard with proportional penalty :(
