the penalty description says fraudster after i translate it, so it's not the same as illegal transfer?
and if those transfers to tem guy are the reason for this penalty, why's that tem didnt get penalty too?

Fraudster would imply that this is not related to your transfer log but rather that you attempted to scam another player, possibly by pm or maybe in battle chat or something similar.
1000g is normally considered as a warning rather than a real punishment.
You could try mailing secretary asking for more information on what the penalty was for. |
