i got penalty before my enroll i played battle enrolled again and still only 1 enroll left for this penalty

win a combat again, it will disappear.

workaholic penalty activates only if you keep on enrolling and not winning a combat.
just remember this, 10 enrolls and 0.5 fsp or more in a winning combat.
