my brother wishes to play the game from same computer and ip.
i already have 3 accounts.
1)If he create 3 more accounts and play from here would that be fine?
2) if yes, do i need to register those accounts as brother or just mention in personal info. | actually my sis registered as dark tribal in game. since we played from same ip, I declared her as my multi.
But she is banned whenever she post on forum:P
so she want herself to be considered as main. | Will quote some rules first.
3.8. The fact of logging multiple characters in the game from one computer must be by all means shown in the "character information" of all those characters with explanation of reason (relatives, friends, playing from a computer club etc).

3.8.1. Participation of several characters played from one computer in one combat is prohibited.

3.10.1. If you register an additional character, you are bound to show that in the opening line of the "character information" of both, commenting who is the main character and who is the additional one. Just the line "I've got another character" or "This is an additional character" is not enough. Indication of nicknames of them all is obligatory. Additional characters who aren't signed will be blocked on sight.

Yes but I would be very careful and not send any significant transfers to each others as you could be suspected of being the same person and breaking rule 3.9

Mention it clearly in personal info. You can see that I mentioned two that I could share IP with as well even though it is rare.
(Remonstrating him as brother don't matter this is an RPG part of the game and don't reflect real relations.

Ok this is an mistake, she is an main. But remember this rule as well
3.7. Password transfer to a different user and collective account managing are forbidden.
Heroes are personal and cannot be shared or transferred. If she created it, then it is hers. If you created it it is yours. And will remain so forever.
