What is the max possible moral you can have at the start of a battle?
To my understanding, you can get a total of +6 (3 from talents, then 2 rings of inspiration and either medal of bravery or the dragongrin charm). Is this right or is there any artifact (no matter which level) which allows you to have more?
more than 5 morale has no benefit anymore apart from the retribution talent.
So if you have 5 morale, it has an effect every turn?

no, 5 morale gives a 50% chance of morale on the first turn. If it does not trigger, next turn has a higher chance, if it does trigger, next turn it has a lower chance.
But that is the cap, even with 6 morale, its still only a 50% chance on the first turn.
Does this apply for luck also?

Yes, as well.
But exetansive gating will work more luck.
The probability of morale/luck triggers = F^(1+[moves befallen so far]-[moves not befallen so far]*F/(1-F)), whence F is Min(0.5;luck/10) or Min(0.5;morale/10).

Translation - the starting Morale chance is the lesser of 0.5 (50%) or luck/10.

So if your Morale is higher than 5 you still only have a 50% of it triggering.

Subsequent checks depend on the outcome of earlier checks.

necklace (thief, bravery, etc,): +1
talents (expert leadership): +3
ranger rings of dexterity (2): +2
tribal char of CL16+ performing Tribal supremacy ritual: +2

some creatures can raise the morale even higher from spirit levels or sacrificing goblins, so total morale can be in excess of 11 for some stacks.
useless beyond 5, ofc.
likewise, luck beyond 5 is useless but basic parameter can be 11, also going higher if fortune genies cast wheel of fortune (to an impressive max 14)
But it would give you an immense boost with retribution.
