why my hoblin curse cant give effect on creature who have attack 1-2?

the curse effect is 50%. but target attack still 1-2

1*.5 = 0.5 rounded down to 0 | | With 50% effect, curse would reduce the damage to 1-1.5 rounded up to 1-2. |
