The application cost is 60k. There is an additional fee of 40k if the submission is accepted. So the total fee for a clan is 100k.
Currently Roars-of-night has less than 40k, that means that the administration are not able to approve his clan because he doesn't have the gold on hand to cover the rest of the costs. Unless they have rejected the clan application, (which is highly unlikely), then the shortage of gold is probably why he has not had the clan approved.
