for the first post, i believe it is a TG battle

They mean if you have no troops recruited, then monks will appear in the defender's place. |

The monks instead of troops has been there for several years.
Actually before you used to have a number of monks equal to your CL. Now it's only 1.
If you recruit no troops and go on a Mercenary Brigand quest, you get only 1 Recruit as troop. |
