Any idea?
tried 6 times of campaign, no clue at all
I would say it is about 1 in 5 or maybe 1 in 3 idk... of course it is not yet officially specified, I got 2 in 3 whereas some got none, like yourself.
It's random. Just like a chance to get armament, looted arts, etc. There's no formula which in x number of tries, you'll get a licence. Some players have gotten multiple licences in just 1 campaign itself whereas others not so fortunate.

Well if you want an accurate answer there is none as admins haven't yet specified on those details.

estate certificate (100 are needed to claim an estate)
In my case roughly 3% judging that only 4 of 18 battles in one campaign can drop license, out of 152 that potential battles got 4 licenses, also most notably all were in first battles so, general percentage as way smaller than 20% IMHO or 1/5 as stated above and probably higher chance to get it in first few champaigns.
I wonder with this whether the drop chance is like with armaments in watchers guild. As you probably know you get an armament if you win with 3 stars in Watchers. Well we cannot tell directly how many stars you would get in the campaig (if you took you time you could probably work it out from your progress), however it would seem a potential option that the developers may have taken to implement a similar system where the potential could be related to this measure, since otherwise there is not really much incentive to get a high percentage.

However, if my guess is in anyway true, that would mean it would likely be impractical for us to work out precisely a drop rate (in the way MG drop rate was worked out). However no doubt we could deduce an approximate rate for these.

Thinking about it while my theory is not easy to prove, it is probably not so hard to disprove should it be incorrect (or at least strongly suggest otherwise).

If incorrect then there would be an even distribution of army left in battles where stuff was dropped - notably with estate certificates (it could be that what gets dropped varies with how well you did rather than the liklihood of a drop).

If my supposition is likely to be true then there will be a bias that when people get a licence they more often than not had a good amount of army left, and seldom or never had hardly any troops left.
since have 4 campaigns on 100% and many on 90+, only one run through with less than 70%, as well as ridiculous amount of troops left in that specific 4 types of battles whereas also gained at least 3license of 4 in not so many troops left battle, it is at least is mixture of all. Could be increasing chance, but nothing more... anyhow, more data, better conclusion could one draw, that is till we get (if) real algorithm =)

Did finish all 3 levels of campaign at 100%, didn't even lost a battle at any of them, didn't got a license only resources at all 3 campaigns.
Is the campaign even worth to do it? it will only worsen your FSP ratio..Admin seen our weakness ..hunger of getting a self-owned estate ..That is why this happened

I will play it again, it was fun.
I don't actually care about the reward and it sure will not be that easy to get 100 licenses, it was fun as it was and did enjoy the time I spend on it.
Well in short time 2 license more, one with half army and other will almost complete, so @Lord MilesTeg perhaps its additional chance with greater amount of army left, but still it is very random, had almost full left on one battle and only 4k gold as reward where barely survived and got 6 armaments. So guess reward is random overall (what kind of reward will it be) but perhaps as critical chance check when decided that it could be license if have greater amount of troops than license drops and if not than switch to some other reward. Confusing though that You could get license+armament+gold in same go and with smaller amount of troops left comparing to other battle when got gold only almost unhurt.
I know someone who got license with out even do all 18 but 15 battles.
It's totally random I believe.
but is it it boring for doing 4-5 time
