there is no possibility of deleting account unless the player seems inactive for more than 4 years.
u can check on all players who have left the game long ago.
their account is deleted but their character link still remains.
its of no use though.
if u never want to return u can block or jail yourself.

They don't delete accounts. There was a large purge of levels 1-3 before the merge that hadn't logged in a long time.
Again, it is the responsibility of the player to either abandon his account or ask for a block in the respective forum, as Meshy pointed out.
