I think (sadly not 100% sure but it makes the most sense)
Green = Recently online
Default / grey = not logged in for a while
Strikeout = Banned |

It was my first thought but I actually came upon grey players that logged in today (exemple: http://www.heroeswm.ru/pl_info.php?id=1346139)
Then I thought, green players are online, but there's a green guy that did not log in since 2015 (http://www.heroeswm.ru/pl_info.php?id=2048415).

Aren't some red too? What does that mean?

A: Green - recently online (has been online within last 24 hours)
White - online within last 7 days
Grey - online within last 30 days
Blue - online within last 6 months
Red - has not been online for over 6 months

Okay I have the answer.
Green are players that are pumped. I.e. More than 1.6 * the average fsp for their level. Red are players that are underdeveloped I.e. less than 1.6 * the average fsp for their level.
Strikeout is as you have mentioned, blocked players.
