AFAIK there is no such rule.
On the contrary, it is said that min AP requests are only for courtesy, and the game was designed to be better balanced for full AP battles, so there is no obligation (albeit the said courtesy) for players to respect your wish. |
I rarely play min ap battles in min ap combats
However, i do receive a lot of flame when i do so
I remember seeing a rule stating that combat description id absolutely voluntary to follow

8. Any request that you add to your battle challenge are optional. It may or may not be respected by your potential opponent, and if not, this is not a violation of game rules.
