You need to have magic guild 3 for that. You need to be in lev 10 for that.
If you are wondering then why it is written on the talent's description - it's because after magic guild 3 without the basic talent you can't cast the spell at all.
At your level taking the basic nature talent only improves strength of available nature spells. To see by how much the strengths are improved, check this out:
