The pre-combat positioning of units on the bar happens with a random deviation of 0% to 10%.
This random deviation will sometimes works in your favor, sometimes against.

0-1.0 initiative difference.
Higher initiative up to 1.0 will mean you have a higher chance to start first, and over 1.0 means you are guaranteed to start first.
