If the "family members" are living in Korea and Mount Everest and have the habit of logging in both in Korea and five minutes later on the Mount Everest - than the answer is yes.
To come back to discussion:

I want to back up Jedi. It's definetly hard to believe that there are dozends of sites in C&A which are ignored, but players who have dedicated thousands of hours to this game are blocked because of "password transfer". I don't like rule breakers, I don't like cheating, but you have to draw a line here, what's really worth a block.

Btw: In my country we have dynamic IP, so do I have to fear that I get blocked soon because accidently someone in my home town plays this game, too?

It's not the first time high level players get blocked for dubious reasons, we had this cases in WGW and when Arctic came back two players were unblocked.

Dear Admins (if you read this): If you want to improve the game, there's always the possibility to communicate with us. I'm sure some of us would have really good ideas, how you could make this game more enjoyable and (as a side effect) would earn more money with this server. Just ask for communication or help and you will get it. Announce a trustworthy player who collects suggestions how we can raise the population for example. Maybe someone who can speak Russian, too.

But stepping out of the dark every two months and block randomly high level players... Sometimes I wonder on which side you are.

Talking of Germany (my home country) every town has a pool of IPs. Each time your PC or router logs into internet, you get an IP out of this pool. So it's possible (but probably not often) that someone in my home town gets my former IP when I logout from internet.
I agree with Nutella, life today is all about how well you can communicate with someone and right now the admins aren't doing a very good job of that.
nutella i still disagree random ip sounds very stupid since with this kind a system you could easily make crimes witohut tracking down you homeaddress so. BUT i like you to post here examples what ip you have now and what on tomorrow..

As you said, there is a pool of IP addresses, and that it can change whenever you are connected to the internet.

Very often it is set aside for users of a particular area, which would get subdivided into smaller and smaller segments until perhaps it is just a neighbourhood.

There are sites around which you can query to identify the approximate area where an IP address is located.

As Modi pointed out in #18, "For those living in the same house or neighbourhood, usually a pattern develops where you can see that one person is logging on/off to enroll with multiple accounts."
There is not much to fear of someone logging in after you and getting your IP address as it is unlikely (though still possible) that such patterns occur often enough to warrant notice.


The situation Jedi-Knight pointed out in #19 where it is physically impossible for someone to log in at 2 locations far apart within a short period is certainly a case of different persons logging into the same account.

There is still accountability for internet crimes as most ISP requires some form of login credentials, which would be logged together with the IP address the computer was assigned.

The local authorities would, based on the time the incident took place, go through the logs and identify through the IP address to the culprit.

C&A is certainly a good place to start the law enforcement, however do note that there is no way that someone can report on multiple logins of the kind you mentioned in #19 except through the IP addresses which admins have.

Who is to know which ones which have been reported earlier?
By players through C&A or by the alerts triggered based on unusual login activities?

You are not getting what one of my points is -

Nobody is disputing about the blocks that are 'true'. We are discussing about the cases where a mistake (we are all humans) may have been made.

We can't have a situation where a player is blocked in a second. But if he wants to appeal for a wrong block, the Secretary/admins is not around to handle the appeal/read the PMs till weeks/months later?

Do you honestly think that someone who is wrongly blocked would wait weeks/months to get his account unblocked? Or would he just get so demoralized with the whole episode that he gives up the game?

The system must be balanced. If punishment is dealt out fast, then the appeal process must also be handled just as fast. The server lose players if one process is way slower than the other.

@Nutella. Arctic unblocking someone doesn't mean they weren't guilty. We are discussing admins abusing powere. There is no reason to think Arctic is above making mistakes or helping friends or abusing his power more, or less, than any other person in the admin team.

All these "If I do {insert paranoid behaviour) will I be blocked" are a bit over the top. I would imagine that it was a pattern of continual abuse. An admin wont just block for nothing.
If every single time an enrol happened it was both characters over and over again, that would be highly suspicious. I would think at some time, your cousin would be at work, school, a date, watching a movie, just something else. I would hope it was that kind of behaviour that attracted a block.

@38. At least choose someone who isn't so obviously guilty. Who chooses a name like Enrol for their unmarked multi? Transfet 180K+ to 2 other people.
