She has to create a topic in CaA to ask for block herself, if that's what she wants. You can make a third char, it's allowed. But be sure to check the rules regarding multichars here:

I think that your main Char should pay the costs for your extra char.
Then it'll be no problem.

I've been considering this same action. As long as each character is used separately and neither is used as a means to an end for the other, (no economic support or combat rigging), it sounds like it should be okay.

That would seem wrong. The additional character should cover the cost for an invite.
