according to the luck rule, there is 10% probability per luck unit. but this is for an infinite turns case. that formula from the game help tends to trigger luck/moral at the end of the sample set (10, 20, 50 turns, whatever number was implemented by the creators). that means, your oponent didn't use his luck in his previous combats and the probability for getting multiple luck just increased over the minimum threshold in the combat against you. also, take into consideration that each troop has its own counter for the luck and moral.
to understand better this concept, just take the probability to miss a ghost (50%). if uniformly distributed, you should have 1 hit, 1 miss, but being non-uniformly distributed, and the sample set being mostly 4, you have usually 2 misses, 2 hits.
