He always loses. But everytime he loses, he still gets Faction points, but very little xp...

Look at this combat he lose, but he gain 0,5 skill point!! How can IT possible?

Before an update from some time ago loosing hunts closely gave .48-.49 fsp and no xp. By loosing again and again he accamulated impressive fsp. This way no longer works.
