So If I buy diamonds and turn them in for gold, shouldn't I be able to control where (or who) that gold goes to?

Say my brother and law starts playing , isn't it my choice whether or not I transfer my diamonds I bought with my cash to him? I can just as easily log in with him and buy diamonds.
My understanding is that you can't just transfer game cash without good reason. You'd be better off giving your brother-in-law the cash in real life, then he can buy his own diamonds & convert them into game cash without breaking any rules.
You can only send over 30% of your wealth 1x per month as a gift
3.6. Trading any in-game property or service for real money, as well as trading not game-related property or service in the game is forbidden. Real money includes not only cash, but also transfers in all kinds of currency, including the money of different paying systems, like webmoney, E-gold and so forth.
3.6.1. Donating on other players' behalf for them to get diamonds in exchange for their in-game gold is illegal and will be prosecuted as violation of 3.6.

3.15. Large transfers for the reason of leaving the game etc. are forbidden. Presents must not exceed 30% of the monetary property of the character per month. Monetary property is considered: gold + seven primary resources (wood, ore, mercury, sulfur, crystals, gems, leather) only. Rare trophies, Thief invitations, etc. transferred as gifts are valued at market price.
Ok , so as 3.6, I want nothing in return , so I can give him Diamonds and ask for nothing in return. Which is not a violation of 3.6. So in 3.15 , I can give him up to 30% of my in game money as a gift. Sweet , ty.
You can not transfer diamonds
Also it raises suspicion when you transfer gold between two accounts playing from one PC.
You cannot transfer diamonds unfortunately ^

You can only buy them, cash them, and send your brother 30% of the gold 1x per month.

IE buy 100 diamonds = 250,000 gold

Send him 30% = 75,000

Then you cannot send him (or anyone) ANYTHING more in gift form for 1 month from the date of transfer per game rules.

incorrect. the 100 diamonds are additional money. you can make a gift of 30% from your monthly income. in my case, with 3 x wage, supposingly i do 10 enrolments a day, my income is around 180k per month (considering i am doing a little bit of marketing, sometimes i enroll myself less), so, i can make a present of 0.3 x 180k = 54k. if i add 100 diamonds, that means 75k + 54k at the maximum for that month (clan donation is not a present).

Where does it say anything about the monthly income or in any way that it does matter where is that gold from? Monetary property: You have milion in your basic resources, you can send 300 000 as a gift. Next month if you have the milion again, you can send 300 000 again.
As long as you are not in violation of rule "1.5.1. The Administration has a right to cease access to the service for users whose in-game behavior is a dedicated assist to another character or group of characters."
Also note that you can only send gold, not diamonds, so after they are exchanged to gold, it is just gold and all the rules about the gold transfers apply here.

As there is no way to transfer diamonds in its diamond form, this is not possible. You cannot use your credit card on his behalf, this can be traced easily if you do.

So, no. No diamond gifting.
