Are some regions better than others for ambushing Caravans?
If yes, which regions? If no, how long are we mean't to wait for Caravans?
Several times I have set up ambushes from East Bay and after waiting 10 or 15 minutes had no combat.

Try to set up ambushes where they are most players traveling along that route, since ambushes are triggered by a player +/-1 level from you traveling along the route u set the ambush.
The popular consensus is the route GC <--> YL. |
It's all based upon player movement.
So it's better to ambush when there's more players (your level) online and players (your level) traveling your ambush route.
As for ambush wait times I have experienced 1 sec to 1hr 30min. Ambushes cancel out after 15min. |
Caravans are triggered when a player of your level walks past your ambush route.
There's a chance you will fight them or else, you will fight an AI caravan
Most people walk the YL-GC route due to MG quests and supply runs, so that is popoular. The YL-EB is also popular |
