I remeber I read once that damage dealt by a faction is less according to your same faction level ... so, for example, if I have DE lev 2 I receive less damage than normal by a DE ...
1. is it true?
2. if yes, how does it work?
3. is it valid also for spells?

3. yes | This only applies to armies led by a hero, not hunts or quests of units that belong to a certain faction.
You receive (as pointed out by Pantheon) 3% less damage per faction level you possess in the faction that your opponent is.
