I just change faction and I am getting that message at the tournament page.
I bought all buildings already (except upgraded and magic guilds) and recruited all of them. |

OK i can join now.
Built all buildings (except blacksmith, magic guild 2 and 3)
Built only shrews as upgrade.
Unequip all items.
Recruited everything.
YEA... FSP here i come |
Note:
DE has problems with a minimum troop count in the game for some unrevealed reason.
They are unable to battle with troops that exist without new buildings once they are of 5th level (lowest level problem encountered that i know of)
Some clan have had internal tournaments that have encountered this

Q - What kind of army can I recruit?
A - The "minimum tier" troops. Tier 1 and 2, not upgraded. As many as you can. Special note to Dark Elves: Dark Elves can't join battle by recruiting Bandits and Rogues only, unless they use Basic Leadership + Rally Talents to increase their troop count. The combination is only available at level 7, so don't join the tournament as a Dark Elf if you are level 6 or less.
