Say if I had a +5% earth weapon.
I am only able to enchant one element per weapon.
Would I be able 2 replace that with say a +5% fire enchantment?
Sure, but you will have to do it the old style. Put the earth down, take fire crystals and claws and enchant.

The interesting thing is that now you can UPGRADE(thing that I have been asked to do many times). I mean now you can put 7% earth on weapon that already has 5% for a small amount of elements.

If you mean the market price, sure. It does already because of the new quests. Also the "Great Panic" is over for now.
Time when almost everyone was able to have full enchanted weapon is over.

Not exactly. You would need an enchanter that can do 1x8. You cannot create enchantments that are above your guild level.

If you have for example weapon 4x5%, I can upgrade it to 4x7% with elements needed for 7% minus those used for 5% + 1 element set. And I can do that without ability to set the 4th enchant on new weapons.

This might be interesting because now, old enchanters can be asked to create 4x1% weapons that others can upgrade to get shiny. That way we can get many weird weapons, yet unseen. :-)
you need upgrade to E8 you should go to 16% enchanter .

enchanter can not do anything higher than his ability.
How does the upgrading of enchants work? Is the element amounts needed just additive?

I was told that to upgrade a weapon the formula works like this.

Enchant wanted - Enchant already on sword + 1

So if I have an e8 Sword which wants to be upgraded to e10 the formula will will be;
30 Meteorite shards, 30 Toads. - 19 Meteorite shards , 19 toads. + 1 Meteorite shard, 1 toad.

30 - 19 = 11 + 1 = 12.

So 12 Meteorite shards , 12 Toads to upgrade the e8 sword to e10?

Really. 5% enchantment is not effective enough. Maybe it will be popular on low levels.
high levels after using current enchanted weapon in my thinking will start to order 7,8% enchantment I think.
And biggest part of players will not have it at all or very low enchantment till as you said 5%.
Although you can get 4x5%, and it won't be a sacrifice of getting 4xmore% later, with the new change (well, you'd have a less durable starting weapon, but with 90% repair weapons last a white)

it is possible, but if you count it carefully it would cost you more in general. Each time you will modify your enchantment you will pay extra elements. I think it is smarter to do it once. Maybe take a loan if do not have enough money. Last changes is not so good if you think about it more careful.
The only one big plus is that you can modify weapon that was enchanted before changes were applied. In other cases it is useless.
If you will want to have brand new enchanted weapon there is nothing good in last news.

Well a huge thanks to Arctic for bringing this update to us, and so quickly as well. I believe this update was introduced in .ru only a few days ago.

Although I'm not an enchanter, it's safe to say that this is 1 of the few updates where there are only pluses for everyone - players and enchanters alike.

I personally think this will help and encourage those trying to build their enchanting guild greatly. They were heavily avoided in the past coz everyone knows if they do anything less than max enchant, and wants to improve on it, all the elements they have used will be wasted. Now, since you can add on to existing enchants, people would be more encouraged to use thir services.

Of course, if you have the gold and can afford it, it's still better (cheaper) to enchant max from the start.

only pluses would mean no minuses.. Are absolutely sure about it? I have been hearing other opinions from many players and enchanters. So there definately are negative effects you are unaware of.
