| It does it almost always. It just tells you it is currently trying to find you a partner. If the partner is not found in few seconds, you hunt alone. There is a slim chance to find a partner.. |

when creatures taking to their heels it means that they search for another hunting which is starting at the same time (every location if I remember correctly).
If they find it you will have a double hunt like this:

Your hunting partner can be of any level (not really sure about this I have only seen double hunts with 1 level difference).
You will fight your and his creatures together.

if you or someone else triggers TTTH (take to there heels) and another person yours or above or below your level joins within about 15 sec. you do a double hunt
