Would it be bad to send 1 gold to the cheater,hacker,scammer,and etc. and say:CHEATER HACKER SCAMMER DON'T TRUST?

I think it is fine as long as you follow those rules. | I have done this a few times myself and have seen many others also do the same.
As long as you follow the rules, avoid excessive numbers of transfers (e.g. keep it to just 1 or maybe 2 transfers), dont insult or make unfounded claims.
False accusations however will most probably result in action against you by admins. So be very sure before sending that 1g. |
