3.13.6. Additional characters are not allowed to buy, trade or exchange rare set artifacts and Thieves' Guild invitations(TGIs).
What about the recent Anniversary? With my alternate, _Lonely_ , I chose the pendant, but would that be violating the rules?
And what if my alternate were to buy some pendants? Would that also be violating rules?

I believe rare set artifacts refer to thief arts, so you are fine with the pendants. |
Don't rare set artifacts also include the hunter sets? |
Rare artifacts are any items that are not displayed in the Artifact shop and that cannot be acquired in hunt.
So yes, this necklace is a rare set artifact adn huntern artifacts are not. |

No, they are NOT allowed to sell it. They can own rare artifacts (e.g. they can enter thieves guild with diamonds and get theif arts etc).
But once the have them they can never sell them or pass them to others to repair etc. |
