I dont know if i am write though i dont think the admins would intend on loosing players of the game
I think that when the admins block your accounts, they dont mind you starting again completely legal.

3.10. It is allowed to create additional characters to familiarize yourself with features of other factions. Additional character must be completely independent; remember, that multichars created for financial profiting of the main character in any way are blocked without hesitation. One player may have up to 3 characters (one main and two extras).

Arctic did say that only blocked BOW ( by own will ) chars count as alt chars.
So if your character is blocked because you done something wrong, you can still create another character. |

As far as I understood it from instructions as "juries". The 3 character limit DOES INCLUDE blocked characters.
So if you have 1 main and 2 blocked alt character you cannot create any more. |
