They do not poison the enemy every time.
Whats the matter | Necros or elementals(new creatures) are immune to poison!
I guess that's your problem. | There may be another problems as well.
For example, if you have done poison (25 poisoners in this case) to enemy unit (which still lasts, let's say, 0.8 turns), you can lenghten it back to 2 turns ONLY if there still are 25 poisoners. If there are (for example) 23, they can't poison that same unit until it's poisoned-status has ended.
