no.
9 tiles means it can jump to 8 tiles and then hit a stack on the 9th tile. |

| 8. For the purpose of seeing if it can leap at you, pretend that it has speed 8. If it can reach you with speed 8, then it can leap. If it requires speed 9 to reach you, then it can't/won't leap. |
