I believe you mean level camper. These are players who deliberately play very few battles (so they gain exp relatively slowly) and don't level up fast. They will like enroll 10 times, and fight once.
It's subjective if there is a good way to build a character.
Personally, I don't believe in playing this way, but all players are entitled to their own playing style. |

well, a lvl camper will tend to have a higher guild level compare to those who lvl fast.
they will have more stat they gain from hg and lg. |
