You need to build the related construction called Magic Guild in your castle, this way you will unlock the level 1 spells.
note that different factions have access to different schools of magic, usually two out of four (Holy, Darkness, Chaos, Nature).

It doesn't. Only after unlocking those spells by building the relevant level of Magic guild can you gain access to them. |

wrong, the correction is you can access lv3 spells EVEN you dont have basic mastery; but you will need to go through a talent called WISDOM. yet, at the same time, you STILL need magic guild level 3.
take note that that spell will be even more weaker due to no mastery support. take example: wiz with wisdom can cast chastise without basic mastery; but the chastise will have only +3 WHERE it should be +6 with basic holy mastery |
