Equipment that increases initiative will increase your troops' initiative.
To check, look at the initiative of your troops on the Recruitment screen when you have no equipment on and again after you put on some initiative-giving equipment. | It's percentage increase of initiative, you can't expect to see a big difference with such weak arts of your level. Don't overestimate a minor +4% increase for example, it's no big deal in most cases. Though, you'll see big changes in higher levels, for example in my level without any arts that increase initiative and 0 TG level my troops with 8 initiative get at least 8.7 in every battle (just with the initiative bonus of my faction level). With more arts it makes a significant change as well.
Unless you faced a non-increased-situation bug, then your question is considered a little more complaining than asking. | You can read more about initiative here:
