I am just asking someone if he would like to be ambushed by me (Free Exp + Fsp).

But if you are trying to catch someone you do not know while he/she is travelling, it is still legal... Not ethical imo though... :)
TG battles are not "fair" because the ambusher always has an advantage due to settlement. If you want to battle someone, create a duel challenge.

Trying to catch someone is legal; his question is about planning ambushes (i.e. he tells a person his ambush route and ther person falls into his trap).
It is illegal, but it's almost impossibly to prove.

I'm sorry that the question isn't that clear when I read it...
it seems allowed, because not implicitely fobidden, but take care of this:

3.16. Staged combats leading one of the parties to losing a priori will be punished for. A staged combat by definition is one where any one of the parties or party members intentionally loses to the other for any reason different from having technical problems with access to the game. Instigation to losing a combat and promising to lose a combat is also forbidden.
There is no rule that clearly states that this is illegal but if admins see a combat log like this:

narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
narutoayan vs (insert player name here)
and so on...

The admins will think that they are staged combats and therefore they might give some punishment. So I would recommend that you do not do this.
It's not illegal to tell someone that you set an ambush and he gets caught on you. Come on, there are so many guys that travel around all the time to catch a thief for no AP battle (free XP/fsp) when they got nothing to do. But, it would be illegal if the caught player (or the ambusher) didn't fight at his full power and made OBVIOUS "mistakes" to lose.
So basically, I can do this with different players?
Yes, it wouldn't be like I do only ambushes and I only ambush that player and only I win....So, it is allowed, right?

Ambushes, by definition, are supposed to be unplanned and unexpected. You're trying to play the game in a way it's not supposed to be played. You may plan ambushes but don't complain if you get punished for it. Final word still rest on the admins. Don't tempt the Fates, I say. If you want to fight someone, create a duel or something.

It is illegal but as mentioned above hard to prove if it is very rare.

The more you do it though the more likely it will be noticed and acted upon.

its legal as long as you guys play fair.

since both parties know, it will be like duels.
