as far as we all know players can join CG at lvl 9 but tactician arts are belongs to level 13
isnt it ridiculous?
player can reach to lvl 1 CG or more at lvl 9 , 10 , 11 , 12 and get tactician art then he/she cant use it

Who cares about the set? As far as I know a level 1 char can buy items that he can't use. Still no one is complaining about it.
People that get this items will either sell or storage them. Or would you be happier if GC would be level 13 and higher only? |

Would you prefer a cut down version of the art suitable for a level 9 or the full power one you cant use until level 13 as your level up drop?
Personally I would wait until I could get the good one which would cause less PvP CG battles at lower levels which is not what is wanted. |

everyone who gets a tactician art sells it on the market. Have yet to see someone fighting with it. (it will be like venomancer and infernal set) |

But you asked a good question. Maybe the solution is to have different pieces of the set at different levels. For example, you can get weapons at level 9, rings at level 10, amulets at level 11, etc.
And lower-level artifacts would be weaker than the higher-level artifacts.
