It is legal
However, most of the people who cheat have a brother/cousin/etc, or at least say they do.
You need to consider how admins will perceive it? If all the accounts play within all the rules and there is zero interaction between them it will probably be ok. If there is any kind of illegal activity admins will probably assume they are all owned by 1 person and block them all.
"probably" = a grey area as no telling how admins will act in any given situation.
