| I've enchanted an artifact with 1% with 1 element, now my enchant guild up to level 2 Now I want to enchant this artifact(1%) up to 2%,
 so:
 - I need 1 more element
 or
 - I need 2 new element
 |
| 2 new elements. You use +1 element plus the difference between the levels of enchant (uuum not clearly explained).
Example. You got level 1 which demands 1 element, to get to level 2 you need :

 2(new level) - 1 (previous level) +1 (for update)
 |
| *The numbers refer to the amount of elements the enchant needs, not the level of the enchant (it's just a coincidence that you need 1 element for level 1 and 2 elements for level 2). |
| it is easy to understand by this way 1/ new articact + 1 element = artifact 1%
 2/ new artifact + 2 element = artifact 2%
 so:
 artifact 1% + how many element = artifact 2%
 |
| easier is:
elements required for new level - elements required for current level + 1
 |
| #4
Uuuum, that's not for all levels though.

When you want to upgrade an enchant to new level, it works like DiN says.
 |
| that mean artifact 1% + 2 element = artifact 2%

so artifact 1% is no meaning
 |
| elements required for new level - elements required for current level + 1 So you will need 2 new elements.
LITWIN's site has a chart making for easy comparison of how many elements you will need to upgrade from each percentage to a higher percentage.

 that mean
 artifact 1% + 2 element = artifact 2%

so artifact 1% is no meaning

Yes. Most people would not bother increasing a 1% enchant to a 2% because that is not a big increase.
