According to you , if a player loses all accounts then he can never join and start again. It is end for him?
Think before you answer. Creating a new account after all previous are blocked means a fresh start. |

To be honest I am not entirely sure what it is, all I could find was this

Blocking one char to create another one instead is prohibited.
I note that it says create not have 3 characters, so I would be careful creating a fourth character even if you have one abandon/blocked
