What is the lowest price someone can buy a TGI without it being considered financial assist?
A prox 700k, I guess :)
I think it is 800k. But, can't say for sure.
Approximately one and a half years ago, the admins declared that the minimum price for a TGI is 700k gold. Though I don't know if it is acceptable to buy a TGI at this price anymore.
I would guess it is around 1 million minus the amount the seller could legally make as a gift for the levels involved in trade (as long as there are no other gifts with anyone in same month.).

In addition if there is a history of gifts between the two parties mainly in the buyers favour then the "discount" would probably need to be much less to avoid admin action.

This is just my opinion of what would be legal though using common sense and experience.

Since a TGI cost around 1,000,000 gold on the free market it shouldn't be that surprising that a cost of 104,800 is to less. (11% of the normal price)

That was not, in principle, a "penalty". 700000 - 104750 = 595250. That admins were just restoring balances.
