which is not even sent by me i searched my whole private mail | the victim did forward the message so it gets a new id.

I receive too many spam adverts to ignore that anymore. My time shouldn't be wasted with useless fliers.
If I want to buy or sell something, I check/post on market and forum, not start spamming everyone about it, and waste their time. So should everybody.

If your combat level is below the 3rd and you can't use the private mail - either raise your level or ask your friends or clanmates. Spam mail does not necessarily mean that you are constantly sending them mail.
Spam mail is any unsolicited mail. That means it is a message that a player does not wish to receive and deems to be a nuisance e.g Advertising your product for sale or asking someone to join a clan.
If someone has "no clan invitations" written on their profile and you write to them inviting them to a clan, then that is spam.
If you want to sell an item, use the market or find players who want to purchase your good through the forums. Do not contact random players who you think may be vaguely interested in buying your product. This is spam. "no loans", don't ask for loans. etc. etc.
Now one mail might not seem like a problem to you. But to a player who might receive 10 of these 'one off' unsolicited mails from different people in a day, it can get tiresome. So they have every right to report you. In addition, if you have sent the same mail to lots of people randomly, this too is spam. Even if you only send one to each person. If all of these players forwarded these messages to insults, then you would get a penalty for spamming people's mailboxes.
