Thieves' guild is more advantageous in my opinion. It costs less in the long run and you get more initiative from TG than you would if you had the same number of RG points (check the guild tables for more info).
You can switch between TG and RG and it will cost you 1000gold * combat level. |

You cannot be part of the same guild at the same time. You are either a thief or a ranger. If you were a thief at TG 2 with +2 initiative and you changed to be a ranger, you no longer get the advantage of the thief initiative until you change back.
Rangers' Guild can also be costly in the long run because you need a Stallion mount or better to accept and complete rangers' missions.
